This issue only appears on windows 10 by the way, I ran a live fedora on the PC with the issue and I instantly was hitting 500mbps down as expected of my internet speed. I've tried this via multiple speed test programs, including google's own,, my ISP's speedtest and also. the exact same cable on my laptop reaches 500mbps.
